Aero Tuner is a simple and small program that can make the windows in Windows 7 and 8 transparent. In fact, the functions that Aero Tuner groups together are also available through the Control Panel, but through this program they'll be much easier to implement.

Aero Tuner not only lets you apply different degrees of transparency to the windows of Windows 7 and 8, but you can also define the transparency colour for them. Aero Tuner even lets you set a colour for the window itself, and another to highlight only when there is something behind the main window.
